According to recent surveys, a staggering 75% of Nordic Chief Experience Officers (CxOs) report that AI has already been integrated into most of their initiatives. Notably, Sweden leads the charge with an impressive 87% of its CxOs having implemented AI extensively within their organizations.

In addition, 61% of companies across the Nordics are actively investing in AI-related training to future-proof their workforce, with Sweden again taking the lead at 77%. This investment underscores a commitment to align emerging technologies with core societal values such as confidence, transparency, and inclusion.

Recognizing AI Risks

While many Nordic leaders view AI as a catalyst for innovation, they are not blind to its potential pitfalls. Key concerns include unreliable outputs, security breaches, and failures in data privacy. This awareness is deeply rooted in a long-standing emphasis on risk management, where issues like cybersecurity have been critical for over a decade.

The Responsible AI Pulse Survey 2025 found that 74% of Nordic CxOs believe their AI controls are moderate to strong. However, when assessed against the EY Responsible AI Framework’s nine core principles for ethical AI, it is revealed that organizations only possess strong controls in three out of nine facets. This discrepancy highlights a concerning gap between perceived readiness and actual governance maturity.

Challenges in AI Governance

Half of the companies surveyed are still facing governance challenges related to AI technologies, revealing a significant divide between perceived preparedness and real-world capabilities. The reluctance to assign clear accountability for AI initiatives—reported by 53% of Nordic firms—poses a strategic risk, particularly as regulatory frameworks like the EU AI Act loom on the horizon.

The cultural context may play a role in this phenomenon. Nordic organizations are known for their flat hierarchies and empowered teams, which fosters decision-making confidence at all levels. While this structure promotes agility and inclusivity, it can also lead to ambiguity in responsibility for AI governance.

Aligning AI Development with Public Expectations

A significant challenge for Nordic leaders is to align AI development with public expectations. While CxOs often express confidence regarding their alignment with consumer expectations, it contrasts sharply with public concerns around privacy, misinformation, and explainability. Consumers often perceive these risks as more significant than executives, reflecting a broader global misalignment.

Executive Engagement and Ownership

Data from the EY Reimagining Industry Futures Study 2025 indicates that only 26% of Nordic CEOs are actively involved in shaping their organization’s emerging technology strategy. Despite expressing the highest concerns regarding AI risks, they are the least likely to assert that their organizations have strong governance controls in place. This paradox of concern without ownership can lead to fragmented strategies and missed opportunities.

The current landscape shows that most AI use cases are low-stakes and experimental—primarily focused on automating tasks like summarizing documents or enhancing internal workflows. To unlock the true potential of AI, Nordic organizations must elevate AI from a technological initiative to a core strategic priority, one shaped by proactive leadership.

To foster a responsible AI culture, Nordic companies should:

  • Elevate Leadership and Accountability: AI must no longer be confined to the IT department; CEOs should take an active role in shaping responsible AI strategies.
  • Democratize Fluency: By empowering employees with the necessary AI skills, organizations can build a culture of literacy and preparedness.
  • Operationalize Governance: AI governance should be an ongoing effort, embedded into workflows to drive robust, ethical, and scalable initiatives.

As Nordic organizations navigate the complexities of AI, they have the unique opportunity to lead in building sustainable confidence in this transformative technology. By prioritizing ethical decision-making and aligning AI strategies with societal values, they can position themselves as pioneers in responsible AI.
