Zimbabwe Launches National Artificial Intelligence Strategy
Zimbabwe has taken a significant step toward shaping its digital future with the launch of its National Artificial Intelligence Strategy (2026-2030) by President Emmerson Dambudzo Mnangagwa on March 13, 2026. This strategy serves as a blueprint to guide the responsible use of artificial intelligence (AI) to accelerate inclusive national development.
Key Objectives of the Strategy
The strategy outlines how Zimbabwe will harness AI to:
- Strengthen innovation
- Improve service delivery
- Expand economic opportunities across key sectors, including agriculture, healthcare, education, finance, and public administration.
Transformative Potential of AI
During the launch, President Mnangagwa emphasized the need for Zimbabwe to position itself within the evolving technological landscape of the Fourth Industrial Revolution. He stated, “The Zimbabwe National Artificial Intelligence Strategy will undoubtedly ignite a new chapter in our country’s ongoing development trajectory,” highlighting the importance of embracing emerging technologies to unlock AI-driven opportunities.
Framework for Development
The Minister of Information Communication Technology, Hon. Tatenda Mavetera, noted that the strategy provides a framework for:
- Strengthening national digital infrastructure
- Building AI talent and skills
- Promoting research and innovation
- Establishing governance and regulatory mechanisms to ensure AI systems are transparent, ethical, and aligned with national development priorities.
Collaborative Efforts
The development of this strategy was supported by UNESCO and experts from its Network of AI Ethics Experts without Borders. They worked closely with the Ministry of Information Communication Technology, mobilizing a range of national stakeholders from academia, the private sector, civil society, and youth to participate in consultations that shaped the final output.
In 2025, the process began with the development of Zimbabwe’s Artificial Intelligence Readiness Assessment Methodology (RAM) report, which promotes a human-centered approach to AI that protects human rights, fairness, and transparency.
Regional Impact and Support
UNESCO continues to support member states in Southern Africa to strengthen readiness for AI uptake through its RAM methodology. This diagnostic tool has been utilized to assist countries like Angola, South Africa, and Zambia in developing their national AI strategies.
Future Directions
As Zimbabwe transitions from strategy to implementation, the National Artificial Intelligence Strategy aims to guide investments in:
- Digital infrastructure
- Innovation ecosystems
- AI talent development
The strategy seeks to ensure that the benefits of AI reach all communities, fostering improved services, economic growth, and opportunities for both rural and urban citizens, bridging socio-economic divides.
In conclusion, the UN Resident Coordinator, Edward Kallon, has pledged ongoing support for Zimbabwe as it embarks on this transformative journey, emphasizing the importance of a secure and inclusive digital future for all Zimbabweans, ensuring that no one is left behind.
