The Office of the Principal Scientific Adviser (OPSA) has recently released a White Paper titled ‘Strengthening AI Governance Through Techno-Legal Framework’. This document outlines India’s approach to building safe, trustworthy, and innovation-friendly artificial intelligence (AI) systems.
Proposed Governance Model
The paper proposes a governance model that combines laws, technical safeguards, and institutional oversight. PSA Ajay Kumar Sood emphasized the importance of developing a robust and responsive governance framework, stating that it is not merely a regulatory necessity but a prerequisite for sustaining the momentum of technological progress.

Proposal for AI Incident Database

Voluntary Steps and Expert Support
The White Paper urges companies to take voluntary steps in AI governance, which include:

- Conducting security checks
- Performing stress-testing exercises
Additionally, it suggests the formation of a Technology and Policy Expert Committee under the Ministry of Electronics and Information Technology to provide support in AI governance.

The document also highlights the challenge of protecting privacy while ensuring fairness and system performance, especially in a diverse country like India. It recommends an impact-aware data removal approach instead of automatic data deletion to prevent harm to underrepresented groups.
