Pope Calls for Global AI Governance to Uphold Human Dignity

The recent message delivered by Pope Leo XIV at the UN’s AI for Good Summit in Geneva emphasizes the urgent need for coordinated frameworks and ethical governance regarding artificial intelligence (AI). The Pope advocates that the development and implementation of AI technologies should prioritize human dignity and promote peace.

Ethical Management of AI

In his address, the Pope highlighted the necessity for ethical management of AI, stating that it must be anchored in the recognition of human dignity and fundamental freedoms. He urged those present to seek ethical clarity and establish both local and global governance structures that reflect these values.

“I would like to take this opportunity to encourage you to seek ethical clarity and to establish a coordinated local and global governance of AI,” the Pope’s message conveyed.

The AI for Good Summit

The AI for Good Summit, organized by the UN’s International Telecommunication Union and co-hosted by the Swiss government, brings together diverse stakeholders including governments, technology companies, academia, and civil society. The goal is to explore how AI can effectively address global challenges.

Critical Crossroads in AI Development

Pope Leo XIV warned that humanity is at a critical crossroads in this “era of profound innovation.” He underscored the pressing need to reflect on the ethical implications of AI technologies, particularly as they become more capable of making autonomous decisions.

“As AI becomes capable of adapting autonomously to many situations by making purely technical algorithmic choices, it is crucial to consider its anthropological and ethical implications,” the Pope stated.

Shared Ethical Responsibility

The Pope emphasized that ethical responsibility is a shared obligation among AI developers, regulators, and users. He remarked, “AI requires proper ethical management and regulatory frameworks centered on the human person, and which goes beyond the mere criteria of utility or efficiency.”

Contributing to Peaceful Societies

Citing St. Augustine’s concept of the “tranquility of order,” Pope Leo asserted that AI should contribute to building peaceful and just societies. This concept posits that true peace arises when all things are rightly arranged according to their purpose, fostering harmony and stability.

The Limitations of AI

While recognizing the potential of AI to advance sectors such as health care, education, governance, and communication, the Pope cautioned that AI cannot replace moral judgment or human connection. “It cannot replicate moral discernment or the ability to form genuine relationships,” he noted.

Guidance by Conscience and Responsibility

Pope Leo concluded his message by urging that AI development be guided by conscience, responsibility, and a commitment to the common good. “It requires discernment to ensure that AI is developed and utilized for the common good, building bridges of dialogue and fostering fraternity,” he emphasized.
