KARACHI: In a significant move towards modernizing its tax system, Pakistan is deploying artificial intelligence (AI)-driven systems aimed at strengthening tax compliance and enforcement. This initiative is part of a broader reform strategy discussed by Finance Minister Muhammad Aurangzeb at the National Artificial Intelligence Workshop.
Context of Reforms
As part of a $7 billion International Monetary Fund loan program, Pakistan is undertaking sweeping fiscal and structural reforms. These reforms are designed to stabilize the economy and enhance revenue collection. The government has committed to widening the tax base, curbing leakages, and digitizing administrative processes.
Role of AI in Tax Transformation
According to Aurangzeb, “AI-enabled systems are playing an increasingly important role in strengthening compliance, enforcement, and decision-making.” The government’s tax transformation is anchored in reforms across people, processes, and technology, leveraging:
- AI-led Customer Relationship Management (CRM) systems
- AI-led production monitoring
- Risk-based compliance tools
- Faceless customer processes
These technologies aim to enhance transparency, reduce leakages, and improve revenue outcomes.

Aurangzeb emphasized that the focus for Pakistan should remain on applied AI solutions that deliver measurable gains in efficiency, transparency, and productivity. He noted that reducing discretionary human intervention through technology is vital to curbing inefficiencies and corruption. AI-led systems have reportedly generated tangible fiscal gains that manual processes could not achieve.

The finance minister also highlighted the necessity of investing in human capital and skills development. This investment is essential to enable Pakistan’s youth to participate in higher-value segments of the global technology ecosystem.
