Oklahoma Lawmaker Files Trio of AI Regulation Bills
In an effort to establish safeguards for the deployment and use of artificial intelligence (AI) within the state, a legislator in Oklahoma has introduced three significant bills. These legislative proposals aim to address various facets of AI technology and its implications on society.
House Bill 3546: Legal Personhood
One of the key pieces of legislation, House Bill 3546, seeks to prevent any AI system from being granted legal personhood under both state and federal law. This measure is designed to clarify that AI entities cannot possess the same legal rights and responsibilities as human beings, ensuring that the implications of AI actions remain tied to human operators.
House Bill 3545: Government Use of AI
The second bill, House Bill 3545, focuses on the application of AI technologies at the governmental level. This legislation proposes stringent restrictions on the use of AI for:
- Discriminatory classification systems
- Biometric surveillance
- Creation of deepfakes
Additionally, the bill mandates that any AI-generated recommendations undergo a thorough human review prior to implementation. To further promote transparency, state agencies would be required to participate in an annual statewide AI report, detailing their AI usage and its impacts.
House Bill 3544: Protecting Young Oklahomans
Finally, House Bill 3544 aims to shield young residents from potentially harmful AI systems, particularly chatbots and social AI companions. If enacted, this bill would prohibit the deployment of such AI technologies to minors, with the added requirement of implementing age certification measures for AI chatbots.
However, the bill makes an exception for therapeutic AI tools, allowing their use provided they are subject to professional oversight, ensuring that the welfare of minors remains a priority.
