Morocco’s Pioneering Role in Global AI Governance

On July 3, 2025, Morocco emerged as a forerunner in the realm of global governance for Artificial Intelligence (AI). Guided by a strategic vision for proactive diplomacy, Morocco is positioning itself among influential players in the international arena.

Strategic Partnerships

Ambassador Omar Hilale, the Permanent Representative of Morocco to the United Nations, emphasized the Kingdom’s commitment to fostering partnerships, specifically with the United States. Morocco is also aligning itself with the Chinese initiative, showcasing a readiness to embrace the ongoing technological revolution.

During a roundtable discussion entitled “Multilateralism or Race to AI: What Global Governance in a Fragmented World?“, held during the First National Conference on AI, Hilale reiterated Morocco’s ambition to enhance international cooperation beyond political isolation.

Commitment to Sustainable Development

Morocco’s approach to AI governance is rooted in its objective of facilitating common views and encouraging South-South cooperation. The Kingdom aims to anchor AI governance within the framework of sustainable development goals and promote equitable access to AI tools, skills, and infrastructure.

Hilale stressed that access to AI is not merely a technical assistance issue but a fundamental requirement for justice, shared innovation, and solidarity, reinforcing the notion of digital sovereignty.

UN Engagement and Initiatives

Morocco has made significant strides within the United Nations, being the sole Arab and African nation invited by the United States to co-present the first UN resolution on AI, which was adopted by consensus. This resolution aims to leverage AI for sustainable development.

Furthermore, Morocco has taken the lead in co-chairing the UN Group of Friends on Artificial Intelligence for Sustainable Development. This initiative encourages innovative thinking and collaboration among member states to address pressing AI-related challenges.

Global Influence and Future Aspirations

The Kingdom’s involvement extends to shaping the Terms of Reference and Modalities for the Independent International Scientific Panel on AI and the Global Dialogue on AI Governance. Additionally, Morocco has been approached by Central Asian countries to assist in drafting their inaugural resolution regarding AI’s role in sustainable development.

Morocco is also co-chairing the upcoming 2025 ECOSOC Forum on Science, Technology, and Innovation. The Kingdom currently leads the Coalition on Science, Technology, and Innovation for Africa’s Development, which focuses on promoting ethical AI to accelerate progress towards the 2030 and 2063 agendas.

Morocco’s ambitious “Morocco 2030” Digital Strategy, supported by an investment of MAD 11 billion, is a key driver in establishing the country as a vital player in global AI governance.
