Morocco Launches ‘Maroc IA 2030’ Roadmap to Strengthen AI Governance and Digital Sovereignty

Mohammedia – Morocco officially launched its national artificial intelligence roadmap, “Maroc IA 2030,” as a crucial part of the country’s national AI strategy.

Branded under the label “AI Made in Morocco,” this initiative translates the outcomes of the National Artificial Intelligence Conference held in July 2025 into an operational framework.

Event Highlights

The launch took place in Rabat during an event organized by the Ministry of Digital Transition and Administrative Reform, focusing on the use of AI in public services. The event gathered various stakeholders including government members, institutional experts, and representatives from both public and private sectors, as well as academics and digital professionals.

Strategic Foundations for Sovereign AI Development

A central highlight was the official launch of “JAZARI ROOT,” the founding nucleus of a national network of AI centers of excellence known as the Jazari Institutes. These institutes are designed to serve as hubs for training, applied research, experimentation, and incubation, facilitating collaboration among universities, researchers, startups, and project leaders under a national framework.

As part of the launch, the Ministry of Digital Transition signed several strategic agreements and partnerships with various ministries and national institutions. These agreements aim to strengthen inter-institutional coordination and ensure the effective implementation of the Maroc IA 2030 roadmap across governance, research, and innovation priorities.

Ambition and Goals

According to the ministry, the roadmap reflects Morocco’s ambition to adapt to rapid global changes in AI. The strategy emphasizes digital sovereignty, the development of national skills, innovation incentives, and territorial inclusion, while seeking to reduce structural dependence on external technological systems.

The Jazari Institutes are expected to play a key role in supporting the growth of technology companies, encouraging the adoption of AI solutions by small and medium-sized enterprises, and reinforcing Morocco’s skills development. Furthermore, the approach prioritizes territorial balance by aligning AI specialization with regional economic and academic strengths.

R&D Through International Cooperation

Another major announcement was the launch of a joint AI research and development laboratory, called Mistral AI & MTNRA, established under a memorandum of understanding between the Ministry of Digital Transition and Administrative Reform and Mistral AI, a global leader in generative AI. This laboratory aims to foster long-term cooperation in research and development through regular technical and scientific exchanges, workshops, scientific seminars, and co-design sessions.

Its activities will include the joint development of AI components, the creation of prototypes and proofs of concept, model evaluation, and the production of technical and methodological outputs intended to support future research.

Strategic Governance and National Integration

The Ministry of Digital Transition and Administrative Reform will oversee cooperation and ensure its integration within the national Digital Morocco 2030 strategy. The ministry will facilitate the structuring of the R&D laboratory within the Jazari Institute ecosystem by identifying priority areas and mobilizing national innovation stakeholders.

The Jazari Institute will contribute to the technological and educational operation of the program by providing advanced expertise, access to cutting-edge AI models and solutions, and participation in project governance.
