Indonesia’s Communications and Digital Affairs Ministry initiated a temporary block on Grok, followed closely by Malaysia’s Communications and Multimedia Commission. Indonesia’s Communications Minister, Meutya Hafid, framed the decision as a necessary step to protect human rights, emphasizing that non-consensual sexual deepfakes represent “a serious violation of human rights, dignity, and the safety of citizens in the digital space.”

In contrast, Malaysia’s regulator cited “repeated misuse” of Grok to create obscene and sexually explicit images, including content involving minors. Both countries have left access to the platform blocked until effective safeguards are implemented by Grok’s operators.

While the EU, UK, France, India, and Australia have all expressed concerns regarding Grok, none have taken direct action to restrict access. The European Commission has ordered X Corp to preserve all Grok-related documents, calling the generated images “unlawful” and “appalling.” In contrast, Indonesia and Malaysia stand out as the only nations to take decisive platform-level action.

Indonesia’s Director General of Digital Space Supervision highlighted that initial findings showed Grok “lacks effective safeguards” to prevent the creation and distribution of pornographic content. This issue is framed as a matter of protecting citizens from a foreign platform’s technical failures rather than mere content moderation.

As technological capabilities continue to advance, the gap between regulatory capacity and the need for governance widens.
