Indonesia’s AI Regulation to Boost Innovation and Ethical Standards
The Indonesian government is currently drafting a Presidential Regulation on Artificial Intelligence (AI) aimed at establishing a national governance framework. This framework is designed to encourage innovation while ensuring that technology is developed in an ethical, transparent, and accountable manner.
Strategic Measures for a Responsible AI Ecosystem
At the recent 2nd Hiroshima AI Process (HAIP) Friends Group forum held in Tokyo, the Secretary General of the Indonesian Ministry of Communication and Digital Affairs, Ismail, emphasized the importance of this regulation as a strategic measure to build a trustworthy AI ecosystem.
He stated, “This regulation will provide a clear governance framework to encourage ethical, transparent, and accountable AI development, while ensuring innovation continues to thrive in a trusted environment.”
Opportunities and Challenges of AI
AI presents significant opportunities to accelerate inclusive digital transformation, enhance economic growth, and improve the quality of public services. However, it also introduces challenges such as misinformation, deepfakes, potential bias and discrimination, as well as risks to data privacy and cybersecurity.
To address these concerns, Indonesia advocates a balanced approach to AI governance that prioritizes both innovation and risk management.
Key Aspects of AI Governance
This approach includes:
- Human-centered AI development
- Strengthening multi-party collaboration
- Building a digital ecosystem foundation through infrastructure, data governance, and digital talent development
Ismail remarked, “For Indonesia, artificial intelligence is not just about technological advancement; it’s about how innovation can provide tangible benefits to society and improve people’s lives.”
The National AI Roadmap
In conjunction with the regulation, the Indonesian government is preparing a National AI Roadmap. This roadmap will serve as a guideline for developing an inclusive, responsible, and competitive AI ecosystem.
It emphasizes key ethical principles such as:

- Humanity
- Safety
- Transparency
- Accountability
- Personal data protection
- Sustainability
- Accessibility
- Respect for intellectual property rights
Building Trust in AI
Ismail explained, “Building trust in AI requires a strong commitment to transparency and accountability, robust data and privacy protection, and effective risk management in AI technology utilization.”
Global Collaboration in AI Governance
Through the HAIP forum, Indonesia has also called for stronger global collaboration in AI governance. This includes:
- Sharing best practices
- Developing international standards for trustworthy AI
- Building capacity in developing nations
- Fostering responsible AI innovation that centers on the public interest
