UN Drives Global Cooperation on AI Governance
The United Nations has initiated a global dialogue on artificial intelligence (AI) governance, emphasizing the need for international collaboration to address the pressing challenges posed by AI technologies. This initiative was formally established during the High-Level Week of the UN General Assembly (UNGA) in September 2025, aiming to create an inclusive platform for governments and stakeholders to engage in meaningful discussions regarding AI governance.
Global Dialogue on AI Governance
In August 2025, the Global Dialogue on AI Governance was launched as a space for deliberation on AI-related issues. It allows governments and various stakeholders to address critical challenges and share their expectations for future engagements. This platform is part of the broader framework set by the Pact for the Future and the Global Digital Compact, which seeks to enhance responsible AI governance globally.
Independent International Scientific Panel on AI
Alongside the dialogue, the UN General Assembly established the Independent International Scientific Panel on AI, marking the first global body focused on AI. This panel comprises leading experts tasked with evaluating the transformative impact of AI on society. A call for nominations for panel members is currently open until October 31, 2025, inviting scientists and experts from diverse fields to contribute their knowledge.
Urgent Need for AI Governance
The urgency of implementing effective AI governance frameworks has been repeatedly acknowledged. Recent reports from the UN have identified AI and frontier technologies as significant risks for the period from 2025 to 2031. However, these technologies also present opportunities to drive societal development. For instance, the AI summit in Paris earlier this year resulted in the formation of a global Coalition for Sustainable AI, aimed at aligning AI advancements with the UN Sustainable Development Goals (SDGs).
Financing and Support for AI Initiatives
During the UNGA’s 80th session, the Secretary-General presented a report outlining innovative financing options to support AI capacity building. This aligns with one of the five objectives of the Global Digital Compact, which emphasizes the need for enhanced AI governance.
