Ethical Framework for Artificial Intelligence Established

The Ministry of Science and Technology has issued Circular No.05/2026/TT-BKHCN regarding the National Artificial Intelligence Ethics Framework. This framework aims to guide the research, development, and application of artificial intelligence (AI) in a manner that is safe and responsible, ultimately benefiting individuals, communities, and society.

This issuance serves to concretize the orientation for implementing Politburo Resolution No 57-NQ/TW, which focuses on breakthroughs in the development of science and technology, innovation, and national digital transformation. It also aligns with the Law on Artificial Intelligence, effective from March 2026.

Key Requirements of the Framework

The National Artificial Intelligence Ethics Framework outlines several critical requirements for organizations and individuals involved in the process of researching, developing, and deploying AI systems:

  • Human Oversight: It is essential to ensure human oversight and the capacity for human intervention in all decisions and actions of AI systems, tailored to the level of impact these systems may have.
  • Bias Mitigation: The framework mandates the identification and mitigation of data bias, model bias, and operational bias, with particular attention to vulnerable groups such as children, the elderly, and people with disabilities.
  • Transparency: Organizations and individuals must provide clear notifications regarding the use of AI, which includes reasonable information about the system’s objectives, scope, data, operating mechanisms, and limitations. This approach aims to prevent misunderstandings about AI capabilities.
  • Innovation and Social Responsibility: The framework encourages innovation while promoting social responsibility in AI research and application.

Responsible AI Development

Organizations and individuals are urged to conduct testing and pilot programs responsibly, expanding AI applications while promoting open research and knowledge sharing in accordance with legal regulations. This effort should also safeguard intellectual property rights.

Future Reviews

The National Artificial Intelligence Ethics Framework is set to be reviewed and updated every three years, or whenever significant changes occur in technology, legislation, or governance practices. This commitment ensures that the framework remains relevant and effective in addressing the evolving landscape of AI.

This comprehensive approach to ethical AI development aims to foster a balance between technological advancement and societal well-being, ensuring that AI serves humanity positively and responsibly.
