Ethical Framework for Artificial Intelligence Established

The issuance of the National Artificial Intelligence Ethics Framework marks a significant step in concretizing the orientation for implementing Politburo Resolution No 57-NQ/TW. This resolution focuses on breakthroughs in the development of science and technology, innovation, and national digital transformation, as well as the Law on Artificial Intelligence, which takes effect from March 2026.

Requirements for AI Development and Deployment

According to the Circular, the National Artificial Intelligence Ethics Framework stipulates requirements for organisations and individuals throughout the process of researching, developing, and deploying AI systems.

The ethical framework mandates that human oversight and the capacity for human intervention are ensured in all decisions and actions of AI systems, aligned with the level of impact these systems may have.

Addressing Bias and Vulnerability

Furthermore, the framework emphasizes the need for the identification and mitigation of data bias, model bias, and operational bias. Special consideration must be given to the impacts on vulnerable groups, such as children, the elderly, individuals with disabilities, and other disadvantaged groups.

Transparency and Communication

Organisations and individuals are required to provide appropriate notification regarding the use of artificial intelligence. This includes offering reasonable information about the system’s objectives, scope, data, general operating mechanisms, and limitations, thereby avoiding misunderstandings about its capabilities.

Encouragement of Innovation and Responsibility

The framework encourages innovation and social responsibility in the research, development, and application of artificial intelligence. It prompts organisations and individuals to conduct testing, pilot programmes, and expand AI applications in a responsible manner.

Moreover, the framework promotes open research and knowledge sharing in compliance with legal regulations, while safeguarding intellectual property rights.

Review and Update Mechanism

The National Artificial Intelligence Ethics Framework will undergo a review and update every three years or whenever there are major changes in technology, legislation, or governance practices.
