China-ASEAN Experts Discuss Frontier AI Development and Governance
Experts from China and the ASEAN grouping convened for the 2026 China-ASEAN AI Capacity-Building Training Program and High-Level Seminar on AI Frontier Technologies and Governance. The gathering, which attracted over 100 representatives, focused on cooperation and capacity building in light of rapid technological advancements and emerging governance challenges.

During the seminar, several prominent figures shared their insights on the intersection of artificial intelligence (AI), automation, and digital technologies. Hou Zengguang, vice president of the Chinese Association of Automation and professor at the Institute of Automation of the Chinese Academy of Sciences, emphasized the profound impact of AI integration on global development. He remarked that AI is reshaping both production and daily life, highlighting China’s extensive experience in research and technology development which can significantly contribute to global advancements.
In contrast, Shahbaz Khan, director and representative to the UNESCO Regional Office for East Asia, pointed out that while AI introduces unprecedented opportunities, it simultaneously presents significant challenges. He advocated for the promotion of inclusive cooperation and the establishment of a fair and equitable AI governance system as a shared responsibility among all stakeholders.
Critical Perspectives from ASEAN Leaders
Aung Kyaw Myat, president of the Federation of Engineering Institutions of Asia and the Pacific, underscored the critical juncture at which ASEAN countries find themselves, stressing that AI capacity building must be a priority for sustainable development.
Ewe Hong Tat, president of Universiti Tunku Abdul Rahman, added that AI is swiftly transforming economic structures, public services, national security, and societal well-being. He raised crucial questions regarding governance, ethics, cybersecurity, standards, and public trust, stating that these issues necessitate a collaborative approach involving government, academia, industry, and international partners.
Roundtable Discussions and Future Prospects
Throughout the seminar, participants engaged in roundtable discussions focusing on AI education and capacity building, exploring the prospects for enhanced China-ASEAN AI cooperation. The dialogue underscored the importance of aligning efforts across various sectors to effectively navigate the complexities presented by AI technologies.
