How to Build an Effective Cross-Functional AI Compliance Team

AI is no longer a tool exclusive to data scientists. Every department in an organization has the potential to use AI to improve its KPIs, from efficiency and productivity to profitability and customer experience.

AI adoption is booming, with leaders recognizing the importance of integrating AI governance into their business frameworks. In a global survey published in 2025 by the IAPP and Credo AI, 77% of respondents indicated they were currently working on AI governance projects, rising to almost 90% for organizations already using AI. Nearly half named AI governance as one of their organization’s top five strategic priorities.

Centralized vs Decentralized Governance

Some businesses adopt a centralized approach to AI governance, granting a single entity the authority to manage and enforce policies, while others prefer a decentralized methodology that distributes responsibilities among multiple stakeholders.

Advocates suggest a hybrid model where executive leaders oversee governance strategy, with representatives from all departments using AI involved in its execution. This cross-functional team monitors AI usage, training data, compliance with regulations, and employee education.

The Three Lines of Defense

A successful cross-functional compliance team comprises:

  1. Business Unit Teams and Data Science Team: AI tools are integral to daily business operations. Sales, marketing, and customer service teams leverage AI for tasks like customizing presentations, brainstorming content, and analyzing customer trends. Each department with active AI use cases should have a representative in this level of the team, managing risks and monitoring outcomes.
  2. Legal, Compliance, and Cybersecurity Teams: This level focuses on identifying and mitigating risks associated with AI. These teams ensure the right infrastructure and technical controls protect customer data and meet compliance regulations across various jurisdictions.
  3. The Executive Team: The C-suite holds final accountability for how the organization utilizes customer data and AI. They must address challenging questions from the board and stakeholders transparently and accurately.

Cultivating an Ethical AI Culture

Leaders must cultivate a clear commitment to an organizational culture centered around AI governance. Developing an AI code of ethics that defines acceptable practices from the outset is crucial. A responsible AI culture fosters trust among stakeholders, including customers, teams, and regulators.

AI governance should be viewed as a business enabler, not as an obstacle. By framing governance as a competitive advantage, organizations can turn compliance into a foundation for innovation.

Strategic Actions for Building Robust Compliance Teams

  • Prioritize Use Cases Strategically: Instead of starting with pilot projects, organizations should identify all use cases for a department and determine how AI can address pain points and add value.
  • Categorize Use Cases Based on Risk: Not all AI applications carry the same risk. Starting with high-value, low-risk applications can yield significant benefits while minimizing potential issues.
  • Eliminate Fragmentation: Integration across departments is vital. Avoid silos to ensure alignment on AI governance, requiring formal sign-offs at each level.
  • Take a Proactive Approach: Establish governance KPIs and regularly evaluate ROI and impact. Continuous monitoring allows teams to identify deviations and maintain compliance.

Cross-functional teams should meet bi-weekly to discuss issues, evaluate new projects, and ensure data flows seamlessly across departments.

AI governance is not a one-time effort; it requires ongoing commitment and adaptation to succeed in the rapidly evolving technological landscape.
