Strengthening AI Performance and Governance within a Government Organisation

Challenge

A major Dutch ministry faced structural performance issues in its AI systems. Constraints in the underlying infrastructure, combined with fragmented document and knowledge flows, hindered reliable scaling and deployment of AI applications. Simultaneously, there was growing pressure to demonstrate compliance with national and European AI legislation governing responsible and transparent AI use.

Objective

The organisation aimed to enhance AI efficiency, strengthen governance, and achieve demonstrable compliance. The central question was twofold: how to improve AI performance and how to embed those improvements sustainably and responsibly.

Approach

KPMG conducted a comprehensive gap analysis at technical, organisational, and governance levels. Existing AI systems, infrastructure, processes, and accountabilities were mapped and assessed holistically. In parallel, a targeted compliance review evaluated transparency, explainability, and risk management, informing the design of governance structures and control mechanisms.

Based on these insights, a strategic roadmap was developed for AI governance and for embedding AI within automation processes. Core processes were redesigned, and targeted technological optimisations were implemented to improve performance and mitigate risk. The potential application of advanced technologies, including Agentic AI, was explored within clearly defined frameworks and governance arrangements, ensuring responsible deployment in advisory and decision‑making contexts.

Result

Optimising core processes and implementing targeted technological interventions led to a significant increase in the efficiency and stability of the ministry’s AI systems. Processing capacity of the internal AI solution tripled, enabling broader deployment and delivering greater value across policy development and operational processes.

The AI governance framework was strengthened and aligned with European AI legislation, enhancing compliance and organisational confidence in responsible AI use. The ministry now possesses a robust foundation for future‑proof, scalable, and responsible AI deployment in the public sector.

A multidisciplinary AI Factory team from KPMG Netherlands, comprising AI & Data specialists and Digital Process Excellence experts, supported the ministry in optimising AI‑enabled processes and strengthening AI governance, delivering measurable operational improvements.
