AI Governance and Transparency Ahead of the India Summit

On the Road to the India AI Impact Summit: Global AI Governance and the HAIP Reporting Framework

Introduction

In May 2023, during the Hiroshima Summit, the Group of Seven (G7) launched the Hiroshima AI Process (HAIP) in response to the rapid proliferation of generative AI models. This initiative aims to promote transparency regarding the opportunities and risks associated with advanced AI systems, while also serving as a collaborative forum to tackle governance challenges.

The HAIP Reporting Framework

In February 2025, the Organisation for Economic Co-operation and Development (OECD) established a reporting framework designed to allow organizations developing advanced AI systems to voluntarily report on their risk mitigation practices. This framework aims to:

  • Facilitate cross-organizational comparability
  • Identify and disseminate good practices

The first round of reports was submitted and published by the OECD in April of the previous year, marking a significant step towards improving transparency in AI development.

Public Discussion on Global AI Governance

On January 22, 2026, the Brookings Institution and the Center for Democracy and Technology (CDT) will host a public discussion focused on global AI governance, transparency mechanisms, and monitoring. This event is organized in anticipation of the India AI Impact Summit and will feature introductory remarks from Indian Ambassador H.E. Vinay Mohan Kwatra, outlining India’s priorities for responsible and trustworthy AI.

Report Findings and Multi-Stakeholder Panel

Following the introductory remarks, experts from Brookings and CDT will present findings from a new report assessing the HAIP Reporting Framework. This report will evaluate:

  • How the voluntary reporting mechanism is shaping transparency and risk mitigation for advanced AI systems
  • Areas for improvement in the reporting process

A multi-stakeholder panel consisting of government officials, multilateral representatives, and civil society members will discuss lessons learned from the initial HAIP reporting cycle. They will explore practical approaches to AI transparency and monitoring, and how voluntary reporting can complement global AI governance strategies, informing the agenda for the upcoming summit.

Industry Perspectives and Fireside Chat

Another panel will feature industry representatives who will discuss the value of voluntary transparency reporting and how the industry can support these initiatives. A concluding fireside chat will focus on the NIST efforts to establish standards for model documentation and transparency through its “Zero Drafts” pilot project.
