AI Assists Smart Governance in Futian
In the wake of the open-source AI agent OpenClaw going viral across the country, a localized version launched by the Futian district government in Shenzhen, Guangdong province, is demonstrating impressive efficiency in governance.
Introduction to AI Digital Employee
Futian introduced the original version of its AI Digital Employee based on DeepSeek in 2025. Since then, its “smart employees” have been evolving steadily. The latest version, known as DinTal Claw, is a localized adaptation of OpenClaw, informally dubbed “Lobster” due to its distinctive red lobster logo.
Capabilities of DinTal Claw
The new 2.0 version of DinTal Claw is capable of unpacking complex tasks, processing scheduling, and making autonomous decisions beyond simple command execution. This version has garnered considerable attention as a key driver of smart governance.
According to Xiao Yanghua, a professor at Fudan University and chief scientist at Shenzhen Aquaintelling Technology, “This is the first batch of agents equipped with OpenClaw used for governance in China.” The company was commissioned to develop these digital employees.
The core architecture of the digital employees based on the DinTal Claw framework was open-sourced on GitHub in mid-January, facilitating broader community engagement in the global open-source landscape.
Enhanced Intelligence and Efficiency
Xiao emphasized that the agents equipped with DinTal Claw are significantly smarter, capable of self-learning which leads to an exponential growth in their capabilities, including self-correction and long-term memory. This technology is deployable with a single click, enhancing user experience and adaptability.
In practical terms, the efficiency of the AI Digital Employee 2.0 has seen remarkable improvements. For example, applicants changing health permits previously had to wait a full working day for a manual pre-review process. Now, the system can automatically download and review seven types of documents, providing audit opinions for personnel reference within minutes.
Streamlining Public Interaction
The system also helps the district’s center manage public comments requiring rapid responses. Previously, employees spent up to a month manually sorting through numerous work orders to categorize requests and analyze data. Now, with a single command, the AI system can complete the task and suggest actionable improvements by comparing practices across major cities.
Li Xiaoming, a Futian data management official, stated, “Our main purpose in creating the digital employees is to reduce the workload of front-line staff and increase efficiency, allowing them to provide higher-quality service.”
Secure Integration and Future Prospects
The deployment of “Government Lobster”—as the AI Digital Employee 2.0 is informally known—is securely integrated within the government’s external network, utilizing existing cloud security measures. Xiao noted that government departments nationwide are expressing interest in the company’s AI solutions for digital employees, with many expected to adopt them in the near future.
To support the development of OpenClaw and one-person companies, Shenzhen’s Longgang district has announced measures including the establishment of Lobster service zones for free OpenClaw deployment services and subsidies for OPC communities.
In Jiangsu province, the Wuxi National Hi-tech District recently released a policy draft outlining 12 measures designed to drive growth, from foundational support to industrial application, and from talent cultivation to compliance, with individual support extending up to 5 million yuan (approximately $727,171).
