AI Accountability: Shaping a Responsible Future

UN Secretary General Discusses Future of AI Accountability

On February 6, 2026, the UN Secretary General António Guterres addressed the fifth general assembly of the Digital Cooperation Organization (DCO) regarding the future of global artificial intelligence (AI) use.

Balancing Innovation and Regulation

During his address, Guterres emphasized the need to encourage innovation and advancement while maintaining thoughtful oversight and regulation of AI and other digital technologies. He stated, “At a time of geopolitical fragmentation, digital cooperation is essential to dialogue, trust and stability.”

He referred to the Global Digital Compact, a UN framework established in 2024 that addresses digital cooperation and governance of AI. This framework aims to foster an “inclusive, open, sustainable, fair, safe, and secure digital future for all.” It builds upon various forms of international law, including the 2030 Agenda for Sustainable Development, and encourages collaboration among member states, the private sector, civil society, and international organizations to achieve the UN’s digital goals.

UN Initiatives for AI Understanding

Guterres promoted several UN initiatives aimed at understanding the opportunities, risks, and impacts of AI. One notable initiative is the upcoming “Global Dialogue on AI Governance,” scheduled for July. This platform will facilitate discussions among member states and stakeholders on the risks and future of AI use and safety, created under the auspices of the Global Digital Compact.

In August 2025, the UN General Assembly established the Independent International Scientific Panel on Artificial Intelligence through Resolution A/RES/79/325. This panel aims to ensure that AI is utilized to bridge the gap in digital development between nations, in line with the commitments outlined in the Global Digital Compact.
