Advancing AI Governance: Insights from HUDERIA Platform II

HUDERIA Platform II Advances Practical Approaches to AI Risk and Governance

The HUDERIA Platform II, held on 12–13 February 2026 in Strasbourg, convened a diverse group of experts and practitioners to collaboratively discuss critical issues surrounding AI risk and governance. The event was conducted under the Chatham House Rule, promoting open and candid exchanges.

Opening Session

The platform commenced with discussions on recent international developments in AI governance, providing a backdrop for the attendees. The Secretariat also presented updates on progress made by the Council of Europe since the inaugural HUDERIA Platform.

Focus on the HUDERIA Model

Central to the discussions was the HUDERIA Model’s Context-Based Risk Analysis (COBRA) Resources. Participants examined various risk factors associated with the application, design, development, and deployment of AI systems. Key areas of concern were highlighted, particularly in relation to human rights, democracy, and the rule of law.

Usability and Interoperability

Further dialogue delved into the usability and interoperability of the COBRA Resources. This included discussions on workflows, roles and responsibilities, documentation, operational safeguards, and grievance mechanisms. Insights were shared from the private sector regarding the ongoing development of the HUDERIA Model.

Future Components and Operationalization

On the second day, participants engaged in discussions regarding future components of the HUDERIA Model and the operationalization of the COBRA Resources. This included the introduction of the HUDERIA online tool and a private-sector needs assessment. The platform concluded with reflections on the next steps for advancing the initiative.

Conclusion

The HUDERIA Methodology, adopted in 2024 by the Committee on Artificial Intelligence (CAI), supports the implementation of the Framework Convention on Artificial Intelligence and its implications for Human Rights, Democracy, and the Rule of Law.
