Pioneering AI Governance: FJWU’s Landmark Regulatory Innovation Challenge

FJWU Hosts AI Governance Law Challenge

Fatima Jinnah Women’s University (FJWU) has taken a significant step in the realm of artificial intelligence (AI) regulation by hosting Pakistan’s first-ever Regulatory Innovation Challenge. This competition focused on Legislative Drafting and Policy related to AI governance, and took place at the university’s City Campus in Rawalpindi on May 5, 2025.

Objective of the Challenge

The challenge was organized by Sehrish Saba Raja & Associates Legal Clinic and Research Centre in collaboration with The Society 5.0 Initiative, Law Students’ Council Pakistan, and other esteemed partners. The event brought together 11 teams from leading universities and think tanks across Pakistan to present their innovative legislative and policy proposals on AI governance.

Precursor to AI Festival 2025

This competition was held as a prelude to the upcoming AI Festival 2025, scheduled for May 10-11. The aim of the event was to promote student-led legal reform and to spark a national dialogue on how to effectively regulate emerging technologies in Pakistan.

Notable Guests and Ceremonies

The Opening Ceremony featured a distinguished lineup of speakers, including Huma Chughtai, Member National Assembly of Pakistan; Prof. Dr. Bushra Mirza, Vice Chancellor of FJWU; and Sanaullah Zahid, Additional Attorney General of Pakistan. Their remarks underscored the critical need for youth-driven policy innovation to tackle the challenges posed by the digital age.

The Closing Ceremony was honored by Justice (r) Musheer Alam, former judge of the Supreme Court of Pakistan, who served as the chief guest. Other notable guests included Justice (r) Muhammad Nawaz Wahla, Umar Baig (AI Expert), and Dr. Ayesha Nazuk (Statistical Analysis Expert). A panel of experts from legal, academic, and technological backgrounds evaluated the proposals based on creativity, feasibility, and social impact.

Winners and Recognition

The competition concluded with the announcement of winners:

  • 1st Position: Noshiba Latif, Department of Law and Parliamentary Affairs.
  • 2nd Position: Bisma Javaid, Kiran Javed, and Shehryar Saleem from Bahria University, Islamabad.
  • Special Award for Best Overall Draft: Noshiba Latif.

The winners were awarded certificates and gained an exclusive opportunity to present their proposals at the AI Festival 2025, thereby enhancing their role in shaping national AI policy.

Significance of the Initiative

This groundbreaking initiative not only marks a key milestone in Pakistan’s engagement with AI governance but also reaffirms FJWU’s leadership in fostering innovation, critical thinking, and student empowerment at the intersection of law and technology.
