Oman Launches Initiative to Expand Comprehensive Ethical AI Governance

The Sultanate of Oman has recently initiated a significant step towards enhancing the comprehensive, rights-based Ethical AI Governance framework known as RAM. This initiative marks a pivotal development as it represents the first global standard document for the ethical implementation, development, and use of artificial intelligence grounded in human rights.

Workshop Overview

This initiative was officially launched during a workshop organized by the Ministry of Education, represented by the Omani National Commission for Education, Culture and Science. The two-day workshop was held in collaboration with the UNESCO Regional Office for the Gulf States and Yemen in Doha, alongside the Ministry of Transport, Communications and Information Technology.

The workshop was inaugurated by Jokha Abdullah Al Shukaili, the CEO of the Oman Authority for Academic Accreditation and Educational Quality Assurance. It was specifically designed to target specialists and professionals involved in AI systems from both the public and private sectors, as well as members of the Oman Human Rights Commission.

Objectives of the Workshop

The primary aim of the workshop was to discuss mechanisms for preparing national regulatory frameworks that govern the use of AI systems within institutional contexts. Key discussions focused on:

  • The challenges faced by relevant authorities in developing these regulations.
  • The importance of considering legal, social, cultural, scientific, and economic dimensions when formulating these frameworks.

UNESCO’s Role

Oman has been selected by UNESCO as one of the beneficiary countries for implementing the AI Management System (RAM), under the framework of the UNESCO Recommendation on the Ethics of Artificial Intelligence. This selection underscores Oman’s commitment to advancing ethical standards in AI deployment and governance.

Through this initiative, Oman is positioning itself as a leader in ethical AI governance, ensuring that the development and implementation of AI technologies align with fundamental human rights and ethical considerations.
