The rapid development of AI has transformed industries, economies, and societies. Nevertheless, it has also raised significant concerns about safety, ethics, and equitable deployment. In response, various governments have implemented strategies and established dedicated offices to address these pressing issues. This fragmented approach, however, risks framing global challenges as merely national concerns.

The Global Landscape: UK, US, China, and the EU

The United Kingdom

At the 2023 Global AI Safety Meeting in Bletchley Park (Buckinghamshire), the United Kingdom launched the AI Safety Institute (AISI). The Institute aims to position itself as a global hub for research and policymaking on AI safety, emphasizing the concept of shared governance—an approach that fosters collaboration across governments, private entities, and international organizations.

Central to AISI’s mission is the creation of a neutral platform where diverse stakeholders—governments, industry leaders, and researchers—can work together to address the risks posed by advanced AI systems. The European Union

The European Union’s Artificial Intelligence Act (AI Act), which came into force on August 1, 2024, establishes a comprehensive legal framework for the regulation of AI within the EU. At the heart of this initiative is the creation of the European Artificial Intelligence Office (AI Office), a pivotal institution tasked with implementing and enforcing the AI Act. This office has a mandate to oversee the compliance of AI systems, particularly those classified as high-risk, ensuring adherence to the Act’s rigorous requirements.

With its authority to conduct evaluations and impose penalties for non-compliance, the AI Office is a central regulatory pillar. The United States

The US federal government has been working to establish a governance framework to manage the risks associated with AI-driven technologies. In October 2023, President Biden issued an Executive Order on the Safe, Secure, and Trustworthy Development and Use of Artificial Intelligence. This executive order lays the groundwork for comprehensive oversight of AI development in the United States, addressing critical areas such as national security, privacy, safety, and economic growth.

Among its key provisions are requirements for AI developers to ensure rigorous testing, evaluation, and reporting of safety and ethical compliance for their systems. The order also emphasizes the need for federal agencies to adopt AI responsibly while protecting civil rights and liberties, making it a landmark effort to harmonize AI governance across federal agencies.

Despite this progress, challenges persist. The US still lacks a unified, overarching federal strategy for AI governance, with efforts remaining fragmented across states and federal agencies. The tension between fostering innovation and imposing regulations also continues, as the private sector plays a dominant role in AI advancements.

China

China’s centralized approach to AI governance stands in stark contrast to the United States’ decentralized model. The Chinese government has implemented strict regulatory measures, such as the Generative AI Regulation introduced by the Cyberspace Administration of China (CAC). These regulations are designed to ensure that AI systems align with national security priorities, uphold societal values, and reinforce the State’s overarching control over technology.

China’s AI ambitions are not confined to its domestic sphere. The country has made substantial investments in AI research and has actively sought international collaborations, positioning itself as a global AI leader. Its Belt and Road Initiative, for instance, increasingly incorporates AI-related projects, extending China’s influence into developing countries through infrastructure and technology partnerships.

Regulation over Innovation?

The journey toward effective shared governance is fraught with challenges. Geopolitical rivalries, particularly between the United States, China, and the EU, risk fragmenting global efforts to regulate AI. Unequal capabilities among nations further complicate collaboration, as many developing countries lack the resources to contribute meaningfully to international governance frameworks. Trust deficits between stakeholders—whether between nations or among governments, private companies, and civil society—pose additional obstacles. In a polarized world, building the trust necessary for effective collaboration remains a difficult task.

The AI Safety Institute and the concept of shared governance represent vital steps toward ensuring that artificial intelligence benefits humanity while minimizing its risks. The UK’s leadership, coupled with the engagement of global powers like the US and China, has provided an attempt to create a robust and inclusive governance framework. But it is not enough.

While private companies are focusing on the next feature of their products, we need an international institution that not only works to prevent the harm that technology can cause but also actively pursues the positive potential that AI can bring for collective well-being, seizing this moment to bridge divides, foster collaboration, and lay the groundwork for a safer future. Only through deeper shared governance and more cohesive partnerships that involve nation-states producing the most advanced technology can we navigate the complexities of AI and unlock its potential for global good.
