The Aspen Institute has introduced a groundbreaking framework aimed at enhancing transparency in the realm of artificial intelligence (AI) within the state of Utah. This initiative serves as a guiding structure for the newly established Office of Artificial Intelligence Policy (OAIP), which seeks to standardize evaluation processes in AI-related projects.

Framework Overview

The document titled “Implementing an AI Evaluation Framework in Utah” offers comprehensive recommendations tailored for OAIP’s partners. It aligns with the office’s focus areas encapsulated in the Prosperity, Integrity and Innovation, Openness, Natural Resource Stewardship, and Respect for Culture and Values (PIONR) Framework.

Establishment of OAIP

Formed in July 2023, the OAIP was created to shape Utah’s AI policy landscape. This initiative builds upon previous efforts in AI governance within the state, such as the 2018 establishment of a Center of Excellence in AI and the development of a generative AI policy in 2023.

According to Utah’s CIO, Alan Fuller, the focus of OAIP is predominantly external, aiming to address societal concerns regarding AI rather than solely focusing on state governmental processes. The office is tasked with providing guidance on AI applications that impact the community, such as tools used in mental health counseling.

As the OAIP works towards creating a regulatory framework for AI, it has actively sought input from technology stakeholders and the community. Odubela pointed out that the framework aims to not only promote transparency for constituents but also to help companies identify overlooked areas, including potential social bias risks in AI applications.
