Article 4 of the EU AI Act mandates that organizations ensure all employees, including contractors and suppliers, possess sufficient AI literacy. This requirement took effect in February 2025, with formal enforcement by national authorities beginning in August 2026. Organizations that fail to comply may face civil actions or complaints regarding AI literacy obligations.

The European Commission defines AI literacy as the skills, knowledge, and understanding necessary to use AI responsibly. This encompasses:

Moreover, there is a generational challenge. Many digital natives discover AI tools independently through search engines or social media, which can lead to risks if there is no guidance. The phenomenon of shadow AI is also rising, where employees use AI tools on personal devices without oversight. Banning AI does not prevent its usage; instead, it often drives it underground, necessitating clear policies and training.

Practical Steps for Compliance

As the enforcement date approaches, businesses can take several proactive steps:

  • Map your AI estate: Conduct audits to identify all AI systems in use, whether for decision-making, customer interaction, or content generation.
  • Tailor AI literacy training: Create role-specific training programs. For instance, HR teams using AI in hiring should focus on understanding bias, data protection, and explainability.
  • Review contracts with third parties: Ensure vendors utilizing AI on behalf of the organization meet literacy requirements.
  • Set internal AI policies: Define acceptable use, approval processes, and requirements for human review.
