Recent developments in countries such as Albania and Japan signify a shift, as these systems are no longer hidden infrastructures. For instance, Albania’s government has officially tasked its digital assistant, Diella, with managing procurement processes. Similarly, Japan’s small Path to Rebirth party has announced plans to appoint an AI as its leader. While these instances do not represent a complete transfer of authority to machines, they do signify a notable shift where algorithmic decision-making is now publicly acknowledged.

This evolution necessitates a discussion about institutional design, legitimacy, and accountability.
